DURI. 07 wr t! ► ..;,.
Sutey Topsoil Pile Perimeter Ditch
Dear Candace,
We hereby request that the perimeter ditch encircling the Sutey
refuse pile topsoil storage area be decreased in width from
15 feet to 8 feet to 10 feet. It has become apparent that due
to moisture problems in the pile and the ensuing slumps , the
outside perimeter ditch area has been encroached upon to the
degree that in order to maintain a 15-foot, plus or minus ditch
and berm, it would now be necessary to remove vegetation (trees
and shrubs) and topsoil. Upon looking at the original design
of the ditch/berm zone it is obvious that 15 feet is not necessary
to maintain drainage. The pile dimensions are roughly 150 feet
x 450 feet, or 55 ,000 cu. yds. (1. 55 acres) .
Stipulation No. 12 (Pg 18, Sutey Finding document) :
"The permittee is directed to construct a berm at least three
feet in height around the LOWER end of the topsoil stockpile
prior to construction of the pile . This berm must be placed
a minimum of 15 feet from the toe of the topsoil stockpile. "
It is apparent from the Stip. that the berm was not designed
to maintain a 15-foot margin all around the pile, but to contain
sediment draining down dip from the upper end to the lower end.
We believe that an 8 to 10-foot wide tapered ditch
P1L Dicer( r-oacsr
will more than suffice to contain any sediment the pile will
produce. Please call if you have any questions.
Sincerely,
DWBowman:ms
Copy: Mr. George Wear
