' 1-11,
-f'"->1
7 D MUnir P,;Cur•[i,•C u1rl:tJUI•CiU/
^ °I MINED LAND RECLAMATION DIVISION
DAVID C.SHELTON Director
* 1876
Richard D Lamm
Governor
Reclamation Cost Estimate
Mid-Continent Resources, Inc.
Coal Basin Mines
The Division found several deficiencies in the reclamation cost estimate sub-
mitted by the applicant. Upon recalculation of reclamation costs, the Division
has determined a cost of $1,970,148.00, as compared to $972,940.00, determined
by the applicant. This discrepancy is mainly due to the following factcrs:
1. No backfilling and grading costs for returning the portal benches to
approximate original contour were submitted. The Division used cross-sections
deri ved from maps in the application to determine these costs.
2. The applicant did not include any costs for downgrading the haul roads to
access roads. The Division's estimate includes these costs_
3. The applicant left out certain essential parts of the reclamation process
when calculating the cost estimate. These were:
a. Topsoil the rock tunnel area and the coal processing waste embankment.
b. Reclamation of the sediment control system.
The attached cost estimate was based on information presented in the application.
Where adequate information could not be found, the Division made certain
assumptions. The abbreviations, in parentheses, used in this cost estimate,
refer to the following:
1. BB - 1981 Rental Rate Bluebook for Construction Equipment
2. CH - Caterpillar Performance Handbook, edition 11.
The applicant did not include any backfilling costs for the portal areas. The
Division developed the attached cross-sections from the sediment control maps
II-B-App_7-Att_1, Exhibits 1, 3-1, and 4-1. These were used to calculate material
balances. Mid-Continent will be required to revise the backfilling cost estimate
once specific plans for backfilling are available.
Mine No. I
There are two areas at Mine No. I which must be backfilled; the portal bench area,
and the storage bench south of the portal bench. At the portal Itbench, approximately
2.38 acres must be backfilled to an average depth of 7 feet. Therefore,
26,878 yd3 of material must be moved.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel. (303) 866-3567
19-1 (C1_a}iVI).__
