INTEROFFICE CORRESPONDENCE <br /> To: John Turner <br /> From: Scott Jones <br /> Date: June 15, 1989 <br /> Subject: Inspection of Coal Basin Refuse Pile and Rock Tunnel Waste Pile <br /> Second Quarter, 1989 <br /> On June 15, 1989 an inspection was made of the Mid-Continent Resources <br /> Sutey Coal Refuse Pile and the Rock Tunnel Waste Pile. The inspection was <br /> made by myself, a Registered Professional Engineer in the State of <br /> Colorado. I have had over eight years experience in the design, construction <br /> and operation of refuse piles. <br /> The purpose of this inspection was to ensure that the refuse piles were <br /> being constructed according to the approved designs and the requirements <br /> of Rules 4.9 and 4.10 of the Colorado Mined Land Reclamation Board and <br /> 30CFR 77.215 of the Mine Safety and Health Administration. The inspection <br /> included observations of structural stability, compaction procedures and <br /> hydrologic control. <br /> Sutey Coal Refuse Pile <br /> At the time of inspection the Sutey Refuse Pile was receiving refuse from <br /> the washer plant. The refuse was discharged onto the pile by a conveyor <br /> belt. A D-8 Dozer was pushing the refuse material from the discharge <br /> point to the northern end of the pile. The horizontal lifts being pushed out <br /> were less than two feet thick. After spreading the material the dozer was <br /> making several passes over the refuse in order to facilitate compaction. <br /> The new extension to the refuse conveyor belt was almost complete. Piles <br /> have been driven into the refuse pile near the existing discharge point. <br /> Completion of this conveyor is scheduled for the middle of July. The <br /> northern end of the new conveyor belt has been erected and is almost <br /> complete. <br /> The underdrain has been extended up to the northern most end of the new <br /> expansion area. Approximately 100 feet of underdrain is needed to <br /> complete the underdrain up to the diversion ditch, <br /> The outsiopes of the refuse pile that were topsoiled last year were <br /> surveyed and staked in order to determine how much topsoil was needed to <br />
