FROM Panasonic TRD/FRX PHONE NO. 9454958 Apr. 12 1994 05:11PM P03__
Mr. Mark Fuller
April 12, 1994
Page - 2
and MCR under the direction of a project engineer, Greg Lewicki,
with oversight by DMG. ,
Initial funding for the 1994 work will be from sale of
the Rock Dust Plant property easterly of Carbondale, Colorado which
was pledged as reclamation surety.
Additional funding to make up the remainder of the
$3,000,000 in projected reclamation costs, after credits for work
previously performed, will come from sale of MCR assets, including
Coal Basin real estate.
2.0 Future lanc? use - Coal Basin.
MCR has proposed a land exchange with the U. S. Forest
Service on approximately 5, 500/6,000 acres extending from Placita
to Dexter Park around the rim of Coal Basin shown on sketch
attached as Tract 1. An outline of this proposal was previously
submitted to you.
Initial response from the Forest Service to the proposed
exchange has been favorable; the Bankruptcy Plan as approved will
accommodate this program; public response thus far has been quite
favorable. It is expected that monies generated through this land
exchange will assist materially in assuring completion of
reclamation of the disturbed areas within Coal Basin.
It is expected that the approximate 455 acres in Coal
Basin where the Coal Preparation Plant, tunnel portals, and mine
support facilities have been located will be reclaimed and offered
for sale.
3.0 Reclamation and future land use issues.
3.1 Road access. MCR has proposed that the paved road
extending from Highway /Redstone westerly to the Preparation
Plant tract, (identified as Tract 2 on attached sketch) will become
a public roadway with parking areas at the Braderich Creek
trailhead, and below the Preparation Plant, near the mouth of Bear
Creek. It is proposed that Pitkin County, USFS undertake
maintenance on this segment of roadway.
