However, it is our preference to use this material to seal the portals <br /> to the extent possible. <br /> In addition, we would like to complete the final grading and seeding of as many <br /> portal bench areas as possible during 1993. We intend to start at #5 mine <br /> bench, which has only one cinderblock structure standing, and some scrap metal <br /> to be removed. <br /> There are several openings to be sealed at the #5 mine area, including three <br /> portals at the fan site. It would, of course, be the most efficient use of equipment <br /> and personnel if the fan were removed early on, so that this opening could be <br /> sealed at the same time as the adjacent openings are sealed. <br /> Reclamation of the No. 5 Mine Road, which will involve outsloping of the road <br /> surface, installation of water bars and rolling dips at fairly frequent intervals <br /> along the road, should not take place until the fan is removed. <br /> Ideally, while work is in progress at the #5 Mine bench, equipment and metal <br /> structures would be removed from #3 and #4 benches. The concrete <br /> foundations could then be used for portal sealing, and final grading could be <br /> completed during 1993. <br /> The Mine #4 portal has the least in the way of surface equipment and structures <br /> to be removed, whereas Mine #3 is closest to #5 and so less time would be <br /> required to move equipment and start work. Mine #3 does have the most <br /> structures and equipment to be removed (see photograph). Sealing Mine #3 <br /> openings may have priority over sealing Mine #4 in the view of MSHA. However, <br /> Our request to M. & E. and King would be to remove surface installations at <br /> these portal areas next summer, completing work at one or the other, according <br /> to their preference. <br /> It seems that completion of portal sealing and then grading and topsoiling at <br /> these (three) portal areas would be all we could hope to achieve next summer.' <br /> Some reclamation of exploration roads might be required if they are re-disturbed <br /> to get equipment to portals/openings for sealing purposes. This would probably <br /> entail installation of water bars, and seeding later in the season. <br /> "Borrow areas" created to secure topsoil would have to be graded and seeded. <br /> 1 This assumes that sealing of portals/openings and grading of the portal benches will proceed <br /> on parallel tracks, that equipment and personnel will be available for both.
