MEMO <br /> FROM: Diane Delaney <br /> RE: Proposed Reclamation Schedule / Coal Basin & Load Out <br /> We need to put together a schedule under which we intend to proceed with <br /> reclamation at Coal Basin. This really cannot be cast in concrete because we <br /> need to adapt to how fast and in what order areas are cleared of surface <br /> facilities by M. & E. <br /> The essential program will be to grade and seed areas from which surface <br /> facilities have been removed. Roads cannot be reclaimed so long as access by <br /> equipment is required to seal-portals, remove fans, dismantle and remove <br /> surface facilities at portal bench areas and complete grading. <br /> The reclamation season (summer months) in any given year has three <br /> segments, which needs to be considered in terms of scheduling work: <br /> Early season. (May - June). The areas at lower elevation are accessible and <br /> dry enough to work. Portals and roads are still snowed in. <br /> Mid-summer to fall. (Late June - late September). Portals and roads are <br /> accessible. <br /> Fall to late fall. (October - snowfall) Areas which have been graded are <br /> seeded. <br /> 1993. <br /> In the early spring, grade the coal material still on the ground at the raw coal <br /> stockpiles up against the cut bank and either berm or cover it over to prevent it <br /> running into the ponds again (so we can avoid additional pond cleaning costs). <br /> As soon as the ground is dry enough, cover most of the coal refuse pile. We <br /> don't intend to cover the entire pile for several years, figuring there will be <br /> additional materials to be placed in it, so the timing of the removal of the <br /> conveyor belt along the pile is not a concern. <br /> We need to start sealing portals and openings as soon as they are accessible, <br /> and to complete this work during 1993. The plan at the portal benches calls for <br /> shoving concrete foundations, incombustible materials and rubble into openings <br /> to serve as fill. This of course cannot be done until the surface buildings and <br /> structures have been first removed from the foundations. We do have the option <br /> of placing the concrete foundations against the inside cut along the bench, to be <br /> Reclamation Schedule <br /> 1 <br />
