Roads
The road plan is about a wash as far as cost savings go. We are
trading some backf ill for additional seeding. Also, a compromise
was reached with respect to the culverts with some being removed
and some abandonded in place. Also, we are not going to require
additional topsoil on the roads as long as the fill material is of
suitable quality.
Structures/Foundations
MCR requested leaving a bunch of buildings at the mine site. Our
view is that most of the buildings are not suitable for post-mining
use and basically said no buildings should be left. One exception
is the block Lamphouse at the rock tunnel entrance which we gave
permission to leave. This will save a little money but may be an
area where additional savings could be realized should we decide
that additional buildings could be left for some reason.
Topsoil
With respect to topsoil the Division has stated that less soil
could be used in certain areas as long as the regraded material is
non-toxic. This will provide some savings in haulage and creating
borrow areas. In addition, some areas probably will not require
topsoil at all once regrading is completed due to the fact that the
regraded material will probably be as suitable as topsoil as a
growth medium.
Asbestos removal
This is an area that is out of our control and other laws must be
followed for removal and disposal (kind of like PCBs) . The cost for
this removal has not been included in the reclamation plan as far
as I know but I did do some investigating and I think they can
dispose of the material on site. They may also be able to obtain an
open air permit for removal which should provide considerable
savings.
