Hal Pranger and John <br /> Hider of OSM in Denver called during the week of July 15 to arrange <br /> this visit. <br /> We visited the entire mine site, focusing on the reclamation <br /> currently in progress, and that which was completed last year. <br /> They video taped most of the sites we visited. At each of the <br /> project locations, I explained the goals of the particular project, <br /> and how those were being achieved through the contractors work. On <br /> a number of occasions I specifically asked them if they had any <br /> comments, concerns or suggestions regarding past or planned <br /> reclamation. They did not voice any concerns or suggestions when <br /> given this opportunity. <br /> I explained that the Division is attempting to balance <br /> environmental needs, the approved reclamation plan and the Coal <br /> regulatory requirements with the amount of funding reasonably <br /> expected to be available. Reclamation at any one area on the mine <br /> is representative of this balance. John Hider implied that the <br /> concepts which we are embracing in the reclamation contracts are <br /> solid, and he stated that the our priorities are logical and on <br /> target, given the site conditions. <br /> On Wednesday morning, John Hider stated that he was concerned about <br /> the potential for the western portion of the Old Refuse Pile to <br /> slide into Dutch Creek. I told him that the Division shares this <br /> concern, but that the current configuration is the approved <br /> reclaimed configuration. I noted that we currently do not have <br /> money to do any additional work in this location. I told him that <br /> we have had internal discussions regarding this area, and that we <br /> may approach the company in the future regarding remediation of <br /> this area. <br /> CC: Jim McArdle <br /> C:\wp51\midc\sitecond\osm <br />
