One visit was with District personnel, and the <br /> second was with District, Forest and Regional representatives. The <br /> Forest Service visited the site in order to gain a first hand <br /> understanding of the reclamation concepts which the State is trying <br /> to employ. The greatest focus is the 405 acre parcel which they <br /> have an option to purchase, but they are also interested in the <br /> reclamation which has been, or shortly will be accomplished on <br /> public lands in the Coal Basin. <br /> The District representative, Bob Lawton, and I visited the 405 acre <br /> tract on July 9, 1996. We walked throughout the property, and I <br /> explained the reclamation concepts which the Division plans to <br /> implement in 1997 or 1998. I emphasized that our plans are <br /> conceptual at this stage, and any reclamation to be undertaken is <br /> completely de[pendent upon adequate funding being provided through <br /> the bankruptcy proceedings. I also told him that subsurface <br /> contaminants, if any, could alter the reclamation of the site. The <br /> major concerns which he expressed were two fold. First, he doubts <br /> that the reclamation of the facilities area will be undertaken in <br /> 1997, as the demolition may not be finished by then. His other <br /> concern is that chemical substances may be uncovered within the <br /> lower facilities area, a concern voiced by all in attendance. . I <br /> explained that the Forest Service has been involved in at least one <br /> meeting with the environmental auditors, and should remain involved <br /> throughout the process. I suggested that the Forest Service should <br /> actively review and comment upon the audit findings when they <br /> become available. <br /> On July 17, 1996, I visited the site with Dusty Dersch, USFS <br /> Regional Geologist, Tony Svatos, Forest Soil Scientist, and Bob <br /> Lawton. We visited the entire mine site, and discussed reclamation <br /> of the mine benches, roads, Rock Tunnel, Rock Dump and the 405 acre <br /> facilities area. Mr. Dersch reported that he was very pleased with <br /> the reclamation which we have accomplished to date. He was also <br /> happy with the road reclamation plan, and felt that we have planned <br />
