These trees will be planted by <br /> citizen volunteers at the Coal Basin Mine on August 23 and 24, <br /> 1997. Due to many factors, this is an inflexible date. <br /> The Coal Basin Mine operating permit has been revoked and the <br /> reclamation bond forfeited, As required by law, the Division of <br /> Minerals and Geology is accomplishing reclamation of the mine site. <br /> Tree planting is an integral part of the reclamation process. <br /> I have talked to numerous tree suppliers throughout the western <br /> United states in an attempt to locate a sufficient number of trees <br /> for a reasonable price. Colorado State Forest Service was one of <br /> the few distributors who could supply the number of trees needed. <br /> Colorado State Forest Service is able to provide the trees at a <br /> cost well below that of any other supplier. <br /> Because the Colorado State Forest Service is another agency within <br /> Colorado State government, I had assumed that the funds would be <br /> transferred from Minerals and Geology to State Forest Service. I <br /> did not realize that a COFRS encumbrance needed to be entered in <br /> order to accomplish this.
