miners' museum, educational display center, trailhead dispatch <br />center, and recreational facility to be made available to the <br />public on a restricted access basis. Access would be on existing <br />coal haul road from Highway 133 to the Braderich Creek trailhead <br />and from there Westerly to the Lamphouse on a restricted <br />vehicular access basis. <br />In addition, Mid - Continent Resources has requested that <br />consideration be given to allowing the vehicular access on a <br />permit basis from the Lamphouse trailhead to the former Dutch <br />Creek Mine area on the divide between Dutch Creek and Coal <br />Creek. <br />The policy of the Forest Service is outlined in letter <br />dated August 5, 1997 directed to Mr. Peter Martin from District <br />Ranger, Kevin T. Riordan, copy attached as Exhibit 2. <br />It is clear that before the requested uses of the <br />Lamphouse and No. Mine access road could be approved, the <br />sedimentation issue must be addressed, and a means devised of <br />funding maintenance of the facilities, including trails and roads <br />without cost to the Forest Service and with assurance that if <br />permit compliances does not occur funds will be available for <br />reclamation. <br />To these ends, the White River National Forest • <br />Association (WRNFA) at the request of Mid - Continent Resources has <br />appointed a committee to study and make recommendations to the <br />Forest Service as to the feasibility of providing for these <br />restricted public uses. See Exhibit 3 attached. <br />2.0 Funding Alternatives. <br />Presuming acquisition by the U. S. Forest Service of <br />the Preparation Plant tract, including the Lamphouse, the <br />following alternatives for funding should be considered. <br />2.1 Private Donations. Donations, either of money or <br />maintenance work and services should constitute a source of <br />funding, preferably tax deductible. <br />2.2 A percentage of rental fees charged by <br />
