Fund the Project through a combination of Non-Point Source (319) grant monies and <br /> Bond funds. It is my understanding that there is a good potential that the Division will receive <br /> between approximately $94,700 and $123,000 in 319 funds. In order to be eligible for this <br /> money, we need to have a 40% match, which can be bond money. If this scenario is followed, <br /> the bond contribution to the steep slope revegetation project would be about $50,000. This could <br /> be used as a settlement position during negotiations. Note, however, that the 319 money is not <br /> yet in the bank. Also note that if the money is received, it may need to be expended in 1999. <br /> Assuming that the 319 money does not become available, it is probable that we would only <br /> accomplish the Bear Creek, Spring Maintenance and East of Road A Projects in 1999, while <br /> continuing to bank approximately $150,000 for the steep slope project. <br /> Assuming that we did receive the 319 money and match, reclamation of the Wash Plant Area <br /> (west of Road A) would be bid in 1999. The current estimate indicates that we would have a <br /> small deficit $1,500 if the Wash Plant Area Project was completed without receiving additional <br /> funds. However, given the small amount of deficit, it would be worthwhile bidding the Project <br /> and negotiating with the low bidder, should it be necessary. Also, it is logical to assume that if <br /> we get to this point, the litigation would have been resolved and that whatever amount is owed <br /> by Resources to the State would have been paid. <br /> 2000 Projects <br /> Given the litigation, it is difficult to predict which Projects will be accomplished when. <br /> Therefore, two different schedules are necessary. <br /> Assuming that the litigation proceeds to hearingin n August 1999, it is likely that the steep slopes <br /> Project will not be completed in 1999. Therefore, the 2000 projects would include: <br /> North Basin Steep Slope Revegetation: This project will probably be re-bid as a result of the <br /> two year delay. It is assumed that the delay may result in a loss of the 319 funds, meaning that <br /> the Project will be funded completely by the bond. <br /> Rock Tunnel Project: This job will conclude the Rock Tunnel reclamation work, which will be <br /> funded by the bond. Estimated costs vary, depending on whether Pitkin County allows the <br /> retention of the buildings at this location, given the current zoning of the area. The estimate <br /> varies between $49,206 and $32,387. <br /> Wash Plant Area Project: It would be preferable to complete this Project in 1999. However, <br /> due to a projected deficit, there is some potential that the Project would be delayed until litigation <br /> is completed. <br /> Assuming that the litigation is resolved prior to early August, 1999, it is anticipated that the steep <br /> slopes Project would be completed in 1999. Therefore, the 2000 projects would include: <br /> Rock Tunnel Project: See above. <br />
