compliance have been encountered. Monitoring and maintenance of the stormwater <br /> controls occurs on a regular basis through the construction season. The controls have <br /> proven effective at mitigating sediment generation from reclamation construction. <br /> In the 2000 Facilities Area Stormwater Permit Annual Report, it was indicated that the <br /> Division would request permit termination in either late 2001 or in 2002, as the <br /> vegetation becoming established was nearly sufficient to adequately control erosion <br /> within this permit area. Observations made during the 2001 construction season <br /> indicate that the area would likely qualify for permit termination. An application for <br /> termination will be made during 2002. <br /> Because the work at the ponds was completed in 2000, it is unlikely that permit <br /> termination for the Ponds Stormwater Permit would occur earlier than late 2002. A <br /> determination regarding permit termination will be made at the end of the 2002 growing <br /> season. <br /> Public Outreach <br /> No public tours of Coal Basin were held in 2001. The Division was asked to speak at <br /> the annual meeting of the Crystal Valley Environmental Protection Association in June, <br /> 2001. A slide show and discussion summarizing the work which has been <br /> accomplished in the Basin was presented. This presentation was well received by the <br /> community. A tour of the reclamation may be provided in 2002 for interested local <br /> residents. However, access to the reclaimed areas is largely limited to foot traffic or <br /> horseback, which will be a limiting factor in conducting a tour. <br /> Financial <br /> Bond Forfeiture Account <br /> As of the end of 2001, the Bond Forfeiture Account had a balance of approximately <br /> $301,870. <br /> The last remaining large cost Project to be accomplished in Coal Basin is the <br /> revegetation and stabilization of four Mine Bench Outslopes. This will be undertaken in <br /> early Fall, 2002. The estimated cost of the Project is $225,000. The Forest Service has <br /> already contributed $50,000 to the Project. The existing Non-Point Source Grant will <br /> fund approximately $36,000 of the Project cost. Approximately $69,000 of <br /> supplemental Non-Point Source funds will be requested during the Spring of 2002. <br /> The remaining Bond Forfeiture Account balance can be estimated following completion <br /> of the Outslope Project based upon the level of additional Non-Point Source funds <br /> received, if any. If the Non-Point Source funds are received as requested, the projected <br /> Forfeiture Account Balance following 2002 construction will be approximately $231,870. <br /> If no additional Non-Point Source funds are received, the projected Forfeiture Account <br /> Balance following 2002 construction will be approximately $163,110.
