In <br /> order to enhance revegetation potential, a four strand barbed wire fence was <br /> constructed around the perimeter of the area to exclude grazing cattle. <br /> The total cost of the Project was $33,293.50. <br /> Grants <br /> Funds from all but two grants have been exhausted. The two grants still active are the <br /> Coal Basin Watershed Non-Point Source Grant from the Colorado Department of Public <br /> Health and Environment, and the Upper Old Refuse Pile Grant from the Office of <br /> Surface Mining. <br /> Upper Old Refuse Pile Grant <br /> This Grant, in the amount of$65,000, was provided by OSM for the purpose of <br /> removing coal refuse from the western most portion of the Old Refuse Pile immediately <br /> south of the former Warehouse location. In this area, the upper cut bank of Dutch <br /> Creek is eroding toward the toe of the Old Refuse Pile. The estimated cost of <br /> accomplishing the needed work is $125,000, so a match from other sources is <br /> necessary for this work to be undertaken. This property is currently owned by MidCon, <br /> LLC. However, it is reported that the property is now available for purchase. A <br /> determination as to whether the land owner should be approached for the purpose of <br /> partially funding this Project should be made during the next two years. This Grant was <br /> extended in 2001, and will expire in 2004. <br /> Non-Point Source Grant <br /> The main focus of this Grant is to partially fund ongoing monitoring work, and the <br /> anticipated 2002 Mine Bench Outslope revegetation work. Sampling points on the <br /> outslopes and within the receiving streams are monitored each summer, and an annual <br /> report is produced in the Spring of the following year. <br /> Monitoring accomplished in 2000 and 2001 indicates that a need exists to make a <br /> second attempt at revegetating the outslopes below Mines 1 and 5, and at the south <br /> east facing slope below Mine 3. The U. S. Forest Service has allocated $50,000 to the <br /> Division to help defray the expense of accomplishing this Project. The Department of <br /> Public Health and Environment has been approached for supplemental 319 funding as <br /> well. A supplemental 319 grant application will be submitted to CDPHE in the Spring of <br /> 2002 for consideration. <br /> Permits <br /> The Division currently holds two Stormwater permits at the site, one specific to the <br /> reclamation of the sediment ponds, and one specific to the reclamation of the facilities <br /> area. Annual fees in the amount of about $125.00 are paid yearly, and annual reports <br /> are submitted in January of each year. To date, no problems with on-the-ground <br /> 6 <br />
