Account balances could be reduced beyond these projections should significant
reclamation maintenance activities be required during the summer of 2002.
Non — Point Source Grant
As of the end of 2001, the Non-Point Source Grant account had an approximate
balance of$49,500. It is anticipated that approximately $36,000 of this balance will be
expended in 2002 for the revegetation of the Mine Bench Outslopes at Mines 1, 3 and 5
Fan. Additional funding in the amount of approximately $69,000 will be requested from
CDPHE in the Spring of 2002. This additional funding, if awarded, will be used for the
2002 Outslope Revegetation Project.
Future Projects / Site Needs / Recommendations
Steep Slope Revegetation
A second attempt at revegetating the steep slopes below some of the mine benches will
be undertaken. Specifically, the Mine Bench Outslopes below Mine 1, Mine 3
(southeast) and Mine 5 Fan entry, will be revegetated in 2002. Funding will come from
bond money, existing 319 funds and money donated by the Forest Service. As noted
above, additional 319 funding will be sought as well.
Upper Coal Creek
The Upper Coal Creek Project is an AML funded Project designed to remove pre-law
coal refuse from Coal Creek near Mine 5. The Project will also address vegetative
stabilization of the pre-law north facing mine bench outslope just south of Mine 5. The
Project is funded, has been awarded, and will begin in June or July, 2002.
Weed Control
Weed control efforts will continue for at least three more seasons. Continued
monitoring of the established plots is desirable, as is the establishment of new
monitoring points within areas of more recent infestation. Continued reliance on other
agency personnel in helping to monitor these reference areas is desirable, and should
continue.
Upper Old Refuse Pile Grant
A decision needs to be made as to whether the land owner is approached regarding a
cost share proposal for removal of coal refuse materials from the Old Refuse Pile south
of the Warehouse Area. This would be a worthwhile Project to undertake, as a failure of
this area into Dutch Creek will eventually occur. However, this Project is not
contemplated in the Bond, it would be accomplished on private property, and the Grant
is under-funded. Therefore, a cost share arrangement with the landowner is necessary.
Should an agreement not be reached, the Grant money will need to be returned to OSM
in December, 2004.
8
