May 8, 2012 C- 1996 -083 /13owie No. 2 Mine BFB <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond C contained water, was not discharging and appeared to be functioning properly. The embankment <br />was well vegetated and appeared to be stable. Ponds B, F and J also contained water and appeared to be <br />functioning properly. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />On April 23, 2012, the Division received the Coal Mine Waste Bank Nos. 1, 2 & 4 Inspections — 1St <br />Quarter 2012 for the Bowie No. 2 Mine from J. E. Stover & Associates. It states that "Bowie has stacked gob for <br />the last two quarters. I [the engineer] cannot certify the coal mine waste banks have been constructed as permitted <br />in the design approved by the DRMS." The report states that 6 out of 8 compaction test failed during January <br />2012 and March 2012 on Gob Pile 2. The report was discussed with Bill Bear and Ron Gremlin, both of Bowie <br />Resources LLC. Bill and Ron said the areas that failed the compaction tests were reworked, retested and that <br />compaction standards have been met. The results for the retests will be reported in the Coal Mine Waste Bank <br />Second Quarter 2012 Report. The gob that had been stockpiled for drying over winter on Gob pile 2 was being <br />spread out for drying and compacted at the time of this inspection. The weather has been favorable for drying and <br />there was significant progress being made handling and compacting gob on Gob Pile 2. <br />Work was being done on gob pile 4 to abate NOV No. CV- 2012 -004 issued by the Division on May 1, 2012 <br />(photo 1). When the necessary steps are complete to abate the violation, an engineer certification that gob pile 4 is <br />being built according to permit specifications will be required. Pile height and volume will also be reported. The <br />engineering certification requirement is in response to the report referenced above submitted to the Division by J. <br />E. Stover & Associates. Rocks were being staged on Gob Pile 4 that will be used to riprap Ditch D -D3 (photo 2). <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The main haul road was in good condition. The access roads to the Terror Creek Ventilation Shaft and the <br />Gob Vent Boreholes I IC, I IA and l0A were in good condition. The gob pile haul road was well maintained and <br />in good condition. <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />Half the area of the reclaimed Hubbard Creek Fansite had straw mulch applied since the last inspection to <br />determine the effectiveness of mulch (photo 3). The areas that were mulched had significantly more new <br />vegetation than the areas not mulched. <br />SUPPORT FACILITIES - Rule 4.04: <br />Gob Vent Borehole (GVB) I IC was running and topsoil pile was labeled. GVB I IA was not running and <br />Bill Bear suspects the well to have collapsed or self - sealed. The site of GVB l0A is scheduled to be reclaimed <br />and revegetated this year (photo 4). <br />The Terror Creek vent shaft was being lined with concrete. The SAE straw bales were in place. The erosion <br />control matting on the hillside below the pad site was ripped from high winds and needs to be repaired.
