- 5 - <br /> The permit boundary increase is due mainly to a revision that allowed <br /> sufficient border area to the mine plan to account for effects of subsidence <br /> at a worst case angle of draw. This boundary change was effected by the <br /> approval of Permit Revision No. 2. <br /> Since the time of the writing of the 1984 findings , the major portion of the <br /> haul road system has been downgraded due to the completion of the rock tunnel <br /> conveyor system. The roads are presently in the process of having ditches cut <br /> back and are allowed to slough to decrease the actual surface area used as a <br /> road base. The lack of continued required maintenance on the roads will <br /> decrease the amount of suspended solids generated off this road system. All <br /> other impacts from the Coal Basin Mine originally projected in the findings <br /> document remain valid. However, little impact on any of the hydrologic <br /> systems has been noted during review of Annual Hydrologic Reports for this <br /> mine. <br /> Stipulation No. 4 was placed on the permit due to the need to have complete <br /> designs for the sealing off of aquifers encountered during the development of <br /> the rock tunnel . This stipulation has been satisfied and is no longer in <br /> force. The aquifer seal designs are contained in the permit application. <br /> VIII. Alluvial Valley Floors - Rules 2 .06.8 and 4.24 <br /> No changes are required to this section of the findings. <br /> IX. Climatological and Air Resources Information - Rules 2.04.8, <br /> No changes are required to this section of the findings document. <br /> X. Topsoil - Rules 2.04.9 , 2.05.3 (5 ), 2 .05.4 (2 ) (d ) and 4.06 <br /> No changes are required to this section of the findings. <br /> XI. Vegetation - Rules 2.04.10, 2.05.4 (2 ) (e ) and 4.15 <br /> Stipulations No. 4 and 5 of the Findings document have been satisfied by the <br /> permittee. A reference area has been established at the Sutey Refuse Area. A <br /> revegetation success standard for the area has also been submitted. <br /> Stipulation No. 6 remains in effect as the operator has not committed to the <br /> requirements of the stipulation. This stipulation requires monitoring of the <br /> success of revegetation of the coal refuse pile. <br />
