A request has been made of the CDH to <br /> advise SGC and the Division of CDH's position on this and <br /> other related issues (letter request attached) . In <br /> addition, SGC would like to schedule adequate time with <br /> the Board to make a joint presentation with the Division <br /> to present this issue and request a determination of the <br /> Board's position. An ideal time would be at the Board <br /> meeting where TR-14 is presented for approval. <br /> Regardless of the position of the Board or CDH on this <br /> issue, SGC requests that the Division and Board evaluate <br /> and render a decision for TR-14 on its merits for <br /> restoring an approximation to the pre-mining hydrologic <br /> balance in the Sunnyside Mine. <br /> The relative merits of installing the Terry Tunnel and <br /> American Tunnel bulkheads as proposed in TR-14 are as <br /> follows: <br /> Terry Tunnel - Flow will be stopped thereby <br /> eliminating the need for water treatment facilities and <br /> maintaining access to this site. The CDPS/NPDES permit <br /> could be relinquished and the permitted area reclaimed <br /> per the reclamation plan. <br /> American Tunnel - Flow will be eliminated from the <br /> Sunnyside Mine property through the American Tunnel. The <br /> proposed bulkhead site was selected by inspecting the <br /> American Tunnel outb a the Sunnyside Mine workings for <br /> suitable locations. This inspection started at the outer <br /> edge of the Sunnyside Mine to maximize the natural flow <br /> path distances from the mine pool to surface and as a <br /> function of the technical considerations (ie maximization <br /> of flow distance, minimization of requited bulkhead <br /> earnsaa—aoe.Fin. s.l ��e sw.tvt�..� ---f. p&4 i4aj .f wdtb awtvatsnal <br /> fractures and lack of seepage indicating fracture <br /> tightness) resulted in the proposed site being selected <br /> primarily because it is the best technical site for <br /> installation of the bulkhead and secondarily because it <br /> is as close to the property line as the technical <br /> selection process would allow. <br />
