I am experienced in waste bank construction <br /> and maintenance . The purpose of the inspection was to insure <br /> that the disposal area was stable and being maintained according <br /> to the approved design and requirements of Rules 4 .9 and 4 .10 <br /> of the Colorado Mined Land Reclamation Board and 30 CFR 77 . 215 <br /> of the Mine Safety and Health Administration. The inspection <br /> included observations of structural stability, maintenance , <br /> and water control . <br /> Old Coal Refuse Pile <br /> At the time of the inspection all access to the pile was <br /> closed due to significant snowfall in November and December <br /> (97 inches) . The entire pile was covered by some 6 feet to <br /> 8 feet of snow, so any inspection was impossible . The pile <br /> will be inspected at the soonest possible time in the spring. <br /> I hereby certify, based on field observations and professional <br /> judgment , that the stability, maintenance and surface drainage <br /> conform with prudent state-of-the-art techniques and the design <br /> approved by the Colorado Mined Land Reclamation Board. <br /> ILI <br /> Tom J an � <br /> Colorado 56r 1 1 <br /> 58 <br /> or�-P <br />
