Date: October 11 , 1985
On October 3 , 1985 I inspected the Mid-Continent Old Coal
Refuse Pile. I am experienced in waste bank construction and
maintenance . The purpose of the inspection was to insure that
the disposal area was stable and being maintained according
to the approved design and requirements of Rules 4 .9 and 4 .10
of the Colorado Mined Land Reclamation Board and 30 CFR 77 . 215
of the Mine Safety and Health Administration. The inspection
included observations of structural stability, maintenance ,
and water control.
Old Coal Refuse Pile
At the time of the inspection all access roads , terraces,
ditches and berms were in good condition. A large crew of men
were planting some good conifer seedlings on the lower slopes
of the old pile. All surface water ditches, berms and sediment
ponds were in good working condition . All surfaces were in
good condition, free of any structural instability.
I hereby certify, based on field observation and professional
judgment, that construction and maintenance of the Rock Tunnel _
Waste Disposal Facility and Sutey Coal Process Waste Disposal
Facility conform with prudent state-of-the-art techniques and
the design approved by the Colorado Mined Land Reclamation Board.
