To: Doug Bowman, Environmental Coordinator <br /> JUN 02 198b <br /> From: Tom Johansen, P.E. <br /> Subject: Inspection of Old Coal Refuse Pile <br /> Date: April 26 , 1985 F <br /> On April 16 , 1985 the Mid-Continent Old Coal Refuse Pile <br /> was inspected by Tom Johansen, P.E. , experienced in waste bank <br /> construction and maintenance . The purpose of the inspection <br /> was to insure that the disposal area was stable and that it <br /> was being maintained according to the approved design and require- <br /> ments of rules 4 .9 and 4 . 10 of the Colorado Mined Land Reclamation <br /> Board and 30 CFR 77 . 215 of the Mine Safety and Health Administra- <br /> tion. The inspection included observations of structural stability, <br /> maintenance, and water control. <br /> Old Coal Refuse Pile <br /> Just previous to this inspection (April 12) the completed <br /> Sutey refuse overland conveyor began operation. <br /> At the time of the inspection the record snowfall of March <br /> was in full melt and yet there were no impoundments of water <br /> on the pile. Surface water from above and on the pile was all <br /> draining correctly in its various benches and ditches . The <br /> pile surface did not show any signs of slumping or failure. <br /> I hereby certify, based on field observations and professional <br /> judgment , that the stability, maintenance and surface drainage <br /> conform with prudent state-of-the-art techniques and the design <br /> approved by the Colorado Mined Land Reclamation Board. <br /> -SAUIPA <br /> )OHAN8% <br /> TE�FoFti , <br /> 4Tornh'J(NhanserS f.
