To: Doug Bowman <br /> From: Tom Johansen <br /> Subject: Inspection of Old Coal Refuse Pile <br /> Date: July 18 , 1985 <br /> On July 11 , 1985 I inspected the Mid-Continent Old Coal <br /> Refuse Pile. I am experienced in waste bank construction and <br /> maintenance. The purpose of the inspection was to insure that <br /> the disposal area was stable and being maintained according <br /> to the approved design and requirements of Rules 4 .9 and 4 .10 <br /> of the Colorado Mined Land Reclamation Board and 30 CFR 77 . 215 <br /> of the Mine Safety and Health Administration. The inspection <br /> included observations of structural stability, maintenance , <br /> and water control. <br /> Old Coal Refuse Pile <br /> At the time of the inspection all access roads, terraces, <br /> ditches and berms were in good condition. There were no impound- <br /> ments of water on the pile.
