March 13, 1998
Draft
Mr. Lou LaGiglia
Trustee
Mid-Continent Resources
P.O. Box 500
Carbondale, Colorado
81623
RE: Huntsman Abandoned Mined Land Project
Dear Mr. LaGiglia:
The Division of Minerals and Geology, Office of Active and Inactive Mines has received monies
from the United States Office of Surface Mining for the purpose of accomplishing reclamation of
a portion of the Old Refuse Pile. This project, known as the Huntsman Project, will stabilize the
north facing slope of the refuse pile.
As you may be aware, a portion of the north facing slope of the Old Refuse Pile located adjacent
to the 001 pond inlet ditch is extremely over steepened, and as a result has suffered some degree
of movement towards Coal Creek. Field observations indicate that a potential exists for
continued movement in the future. A large scale or deep seated failure could negatively impact
Coal Creek.
The proposed project area is located south of, and generally adjacent to Coal Creek, east of the
Dutch Creek Flume, north of the power line which traverses the crest of the Old Refuse Pile, and
west of the 001 ponds. The permit document submitted by Mid-Continent Resources at Map II-
B-7 indicates that this north facing slope was constructed prior to enactment of the Surface
Mining Control and Reclamation Act of 1977. Field observations indicate that this area has not
been affected by mining operations since that time. Thus, the site has been deemed to be eligible
for remediation with Federal monies made available through the Abandoned Mined Lands
Program.
The scope of the project is to create a less steep slope configuration by removing a portion of the
refuse, placing topsoil materials over the cut slope, and revegetating the area. Care will be taken
to minimize sediment delivery to the 001 pond system through use of sediment control devices
adjacent to the 001 pond inlet ditch.
