This lump sum bid will cover all costs for removal of <br /> stockpiled topsoil, distribution of topsoil onto the affected areas of the Project Area, roughening <br /> of soil. Such payment shall be considered full compensation for all labor, materials, equipment <br /> and all other items necessary and incidental to the placement of topsoil as directed and <br /> described in the specifications.
