Sutey Refuse Disposal Area
An existing surface channel, Ditch 8, located on the south facing slope of the Sutey Refuse Pile,
will be rebuilt. The channel is non-functional in its present location and condition;as the flow
tends to migrate against and into the toe of the adjacent coal refuse. The ditch will be
reconstructed and relocated to the following specification.
NOTE that Ditch 8 construction must be completed within the first ten (10) days after receipt of
the Notice to Proceed. Construction must be accomplished so that the original ditch continues to
convey water flows until the end of the Project. At that time, the original ditch will be eliminated
and water will be allowed to flow into the new ditch. Note the special grading requirements for
the old ditch, which are described below.
Ditch 8 is an approximately 800 feet long ditch, the upper 200 feet being relatively gentle in
gradient, while the lower 600 feet is very steep. The replacement ditch will be constructed so
that it will receive flow from contributing areas, and transport them safely down the face of the
Sutey Pile to Ditch 1.
Upper Ditch 8
The upper portion of Ditch 8 is 200 feet in length, and shall be trapezoidal in shape, having a
depth, upon completion of two feet (2'). The base of the channel shall be five feet (5)wide, with
side slopes being 2H:1V. The channel shall be over excavated so that these dimensions are
accomplished upon completion of the ditch.
Upon completion and acceptance of excavation, three inches (3") of topsoil will be uniformly
distributed on the base and sides of the channel. The topsoil will be derived from the topsoil
stockpile located to the west of the Sutey Refuse Pile. In order to achieve successful application
of the liner specified below, it will be necessary to remove surface irregularities and clods and
rock from the surface of the soil. A flat, uniform, rock- and dip - free soil surface must be
established prior to seed and fertilizer application. The seed and fertilizer may not be applied
until such a surface has been created.
Upon completion of topsoiling, diammonium phosphate fertilizer(18-46-0) shall be applied to the
at a rate of 300 pounds per acre. Seed, to be provided by PROJECT MANAGER, will be applied
at the rate of ten pounds (10#) per acre.
After seeding and fertilization is complete, a liner shall be installed. The liner shall consist of
100% coconut fiber encased top and bottom in heavyweight ultra violet stabilized netting.
Components shall be sewn on 1.5 inch centers. North American Green 125 or approved
equivalent is acceptable. The liner shall be installed per manufacturers specifications.
Lower Ditch 8
The lower portion of Ditch 8 is approximately 600 feet long, and will be relocated to the east of
its present location. The western most margin of the new ditch shall be located ten feet (10')
east of the eastern most margin of the existing channel. Upon completion of installation, the
upper and lower portions of Ditch 8 will transition into one ditch.
NOTE that the liner specified below must extend four feet (4') beyond the crest of Ditch 8 on
each side. The specifications for liner installation, including soil application, for the four feet (4)
side-of-channel application area are identical to those for installation within the channel, except
that prior to beginning installation, the ground surface will be ripped to a minimum depth of eight
14
