- Installed water sprays to control fugitive <br /> dust during coal transfer ; <br /> - Installed the tipple with a hydraulic gate to <br /> control fugitive dust while the coal is <br /> being loaded into the rail cars ; <br /> - Routine maintenance of the road consisting of <br /> repairing surfaces , snow removal , diversion ditch <br /> cleaning , revegetating road cuts and other disturbed <br /> areas . <br /> H. Water Control Plan <br /> Mid-Continent , in compliance with the Colorado Water <br /> Quality Act and Federal Water Pollution Control Act has constructed <br /> diversion ditches and a sedimentation pond pursuant to the NPDES <br /> permit requirements (Permit No . CO-0039136-001 ) . (See Appendix <br /> VII-H-1) . The pond is designed to contain and treat the projected <br /> runoff from the 24 hour/10 year storm event computed for that <br /> area . See surveyed design specifications at Exhibit VII-H-1 in <br /> map jacket at the rear of this chapter . <br /> The pond will be monitored and maintained as required by <br /> the permit stipulations . For instance, it must be cleaned when <br /> 60% of the designed sediment storage capacity is reached and <br /> it will be de-watered by syphon or pumping within 24 hours <br /> following any runoff event to maintain storage capacity for a <br /> 25 year/24 hour precipitation event . Outflow control structures <br /> and diversion ditches leading to the impoundment will be inspected <br /> periodically to insure that they will function properly during <br /> storm runoff . <br /> 9 <br />
