E . Sanitation System <br /> The sanitary system has been constructed as permitted <br /> by the Pitkin County Sanitarian. The system consists of a <br /> leach field designed to treat domestic waste generated at <br /> the facility . Currently eight people are employed at the <br /> loadout facility . <br /> F . Water Supply <br /> Water supply for the loadout facility is obtained from <br /> three wells . The well descriptions and copies of well <br /> permits are contained in Appendix VII-x-I . The wells have <br /> been permitted through the Colorado Division of Water Resources , <br /> and water rights have been obtained from the District Court , <br /> Water Division 5 , State of Colorado . The adjudicated water <br /> is used to control fugitive dust , irrigate grass and shrubs <br /> around the facilities and for nondrinking human use . The <br /> two wells that support the office and loadout each pump at a <br /> rate of 15 gallons per minute from a depth of 85 ' . The <br /> third well is currently not in operation and is used as a <br /> backup for the other two wells . <br /> G. Air Control Plan <br /> The Company has adopted the following air control <br /> procedures to comply with applicable federal and state <br /> regulations : <br /> - Paved the access road and parking lots ; <br /> - Constructed covered coal dumps , slot storage , conveyors , <br /> and tipple ; <br /> 8 <br />
