April 2012 <br />1.4.2 Changes in Facility Configuration <br />Page 1 -3 <br />In accordance with [40 CFR 112.5(a)] this SPCC Plan must be revised and updated periodically <br />for any changes made in facility construction or design that may affect the potential for oil <br />discharge. Amendments made to the SPCC Plan in terms of contact information included in both <br />the report and appendices are considered non - technical, and therefore are not required to be <br />certified by a PE. All other changes require PE approval. Some examples of facility <br />configuration that would require PE Certification are: <br />• Replacement, reconstruction, or movement of above - ground storage tanks (ASTs) <br />• Changes in dispensing or piping systems <br />• Changes in oil products that are stored <br />1.5 Facilities, Procedures, Methods, and Equipment Not Fully Operational [40 CFR <br />112.7] <br />It is uncertain if the storage containers listed in Table 2 -1 have been tested for integrity.
