We appreciate your concern and your <br /> Initiative in contacting us directly regarding this situation. <br /> As you are aware, snow pack last winter was below normal and this summer <br /> was also extremely dry. As a consequence, incidents of wide spread blowing <br /> dust,as you noted, did indeed occur even though every effort was made to <br /> manage and control the situation. The 1987 dust control program included <br /> application of Coherex on all of the tailing dam faces and dry beach areas at <br /> a cost exceeding $250,000. The program began in mid-May and was completed in <br /> September. Unfortunately, under the environmental constraints which prevail at <br /> Climax (high elevation, high intensity down valley winds, high solar <br /> insolation), no program regardless of intentions or funding, can be 100 <br /> percent effective. We believe that the specific incident you reported to us <br /> was caused when small areas, which were wet and inaccessible throughout the <br /> summer, dried out during the late September-early October period after our <br /> program had ended. We were preparing to treat these areas when much needed <br /> moisture finally arrived.
