April 24, 2012 C- 1981- 015/Fruita No 1 & 2 MPB <br />revegetated, the ten year liability period was re- initiated. The Fruita Mine is eligible for year nine (9) revegetation <br />success sampling in 2018. <br />There is no remaining bond money and the site is now fully reclaimed. A reduced inspection frequency has been <br />approved for the site. Complete inspections of this bond forfeiture site are conducted once per quarter. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />This is a bond forfeiture site and all applicable records are maintained by the Division. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination <br />4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and <br />Gullies 4.14.6: <br />Backfill slopes appear stable, with no evidence of slumping, caving, or excessive erosion. The portal area remains <br />sealed with no problems identified. The portal backfill area is shown in Photograph No. 1. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />No offsite impacts were evident. The sediment pond remains operational and in good condition. The pond bottom <br />was dry and there was no evidence of recent inflow to the pond. There has been no recent build up of sediment in <br />the pond. The pond embankment and spillway are stable. <br />The entire length of the riprap permanent drainage channel constructed down the outslope of the 41 Mine Bench <br />was inspected (see Photograph No. 2). The drainage is constructed of large riprap and has help up very well. <br />There is no evidence of channel erosion or instability. <br />OTHER (SPECIFY): <br />There has been significant additional activity at the site since the last inspection conducted in March. The surface <br />owner of the site at the recently constructed outhouse location has done additional construction of a concrete <br />foundation (see Photograph No. 3). Also the lower reclaimed road segment has been re- disturbed and appears to <br />have been graded. The foundation for possibly a cabin has been poured next to the constructed outhouse. A small <br />berm has been built up from the material excavated from the foundation site. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Vegetation is doing good and becoming well established. However, there is a significant amount of cheat grass in <br />much of the reclaimed areas.
