Apri124, 2012 C- 1981 - 010 /Trapper Mine JLE
gullies are found on the attached Map C.
Transects 3 and 4 were located on the east side of parcel K -A -11. The elevations found by the Division were
18.04 and 18.11 feet higher on average than the interpolated elevations from Map I for Transects 3 and 4
respectively. While measuring these transects, the Trimble unit was experiencing difficulty with satellite
geometry which may have impacted the accuracy of the elevation measures. The measured elevations for Transect
3 indicate a steeper slope on the first half of the points measured. This does not correspond to what Map 1
indicates for Transect 3, the upper portion of the slope was gentler than the bottom slope. Likewise for Transect 4,
the data indicates a quick drop in elevation between stations 3 +85 and 5 +02 on Transect 4, however this was not
observed in the field. Overall, the trend in elevation rise measured in Transect 4 is very similar to the trend
interpolated from Map 1. Map 1 was also compared to the Post Mine Topography Map (Map 12) in TMI's
approved Permit. Based on the Division's observations, it appears the Operator has graded the majority of this
portion of the parcel in accordance with the approved plan. The upper portion of Transect 3 will need to be re-
evaluated at the next inspection. See Tables and Charts 3 and 4 attached.
Transects 5 and 6 were located on the west side of parcel K -A -11 in the Horse Gulch Fill area. The elevations
found by the Division were 31.23 and 7.19 feet higher on average than the interpolated elevations from Map 1 for
Transects 5 and 6 respectively. The Trimble unit indicated there was poor satellite geometry during the
measurements taken on Transect 5. However, the elevation trend corresponds to the elevations shown on Map 1.
Map 1 was also compared to the Post Mine Topography Map (Map 12) in TMI's approved Permit. Based on the
Division's observations, it appears the Operator has graded this portion of the parcel in accordance with the
approved plan. See Tables and Charts 5 and 6 attached.
FISH and WILDLIFE — Rule 4.18:
During the second day of the inspection (April 25, 2012), OSM accompanied the Division. The primary focus of
this portion of the inspection was wildlife habitat reestablishment. As discussed in section 4.6 of the permit,
revegetation practices to create wildlife habitat is the primary wildlife impact mitigation objective at the Trapper
Mine. Given this, many phases of revegetation on reclaimed parcels were observed in the F Pit area. Details of
the revegetation plan to enhance the rangeland and wildlife habitat of the mine is located in Section 3.6 of the
permit. Species used for revegetation are selected to enhance the wildlife habitat of the area. In addition to
grasses and forbs, shrub species are also planted throughout range site A and B reclamation parcels. Also, the
Operator transplants mature shrub pads in designated shrub clump areas. A more detailed discussion of these
reclamation and revegetation parcels observed are discussed in the Reclamation Success and Revegetation sections
of the inspection report.
Sharp- tailed grouse was observed from two blinds set up on leks within reclaimed parcels on the western end of
the permit area. At this time of year, male grouse are strutting to attract females. About 20 to 25 strutting males
were observed at each lek. Trapper conducts sharp- tailed grouse counts annually. Mr. Luke provided the Division
and OSM with a copy of the data generated from these counts between 1998 and 2012. A copy of this data sheet
is enclosed with this report. Based on this data, the number of grouse has increased from 29 in 1998 to 172
counted in 2012. The number of leks has increased from two in 1998 to ten in 2012. According to Mr. Luke, it
takes over 10 years for grouse leks to establish on reclaimed land. A copy of this data sheet is enclosed with this
report. Trapper has been very successful in creating and establishing Columbian sharp tail grouse habitat.
Elk and antelope were observed within the reclaimed portions of the mine site. Several bird species were observed
such as swansens hawk, burrowing owls, golden eagle, retail hawk and ferruginous hawks. Wildlife habitat is
Number of Partial Inspection this Fiscal Year: 9
Number of Complete Inspections this Fiscal Year: 3
Page 3 of 7
