Christine Belka, Spencer Shumate and Dan Mackinnon of the Office of Surface Mining
conducted an oversight inspection with the Division on the second day of the inspection (April 25, 2012).
Forrest Luke and Graham Roberts of Trapper Mining, Inc. (TMI) accompanied us on the inspection.
BACKFILL and GRADING — Rule 4.14; Contemporaneous Reclamation 4.14.1; Approximate Original Contour
4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials
4.143; Stabilization of Rills and Gullies 4.14.6:
The Division evaluated the final two regrade areas delineated on Map 1 (Sheets 2 and 3) submitted with TR109;
the 2011 Annual Reclamation Report (ARR). These two parcels are designated F -AB -11 and K -A -11. Six
transects were designed in advance of the inspection by the Division. Two transects were located on parcel F -AB-
11 and the remaining four were located in parcel K -A -11. Two of the transects in parcel K -A -11 were located on
the top face of the Horse Gulch Fill. The Division measured the elevation and location of points along each of the
transects with a Trimble GeoXT GPS Unit. The Division was able to geo- reference Map 1 (Sheets 1 -3) submitted
with the Annual Reclamation Report in ArcMap in the office prior to the inspection. Using the data collected in
the field and the geo- referenced map, this Division was able to map the location of each of the points measured
along the transects (see Maps A and B attached to this report). Using the collected data, the Division created
Tables and Charts 1 -6 attached. In order to calibrate the elevation points measured with the Trimble unit, a point
was collected at a known elevation point on top of the roof of TMI's office. Using Map 1 submitted with the 2011
ARR the Division was able to interpolate and estimate the elevation of each of the points measured in the field for
a comparison.
Transect 1 and 2 were located in parcel F- AB -11. The elevations found by the Division were 639 and 10.09 feet
higher than the interpolated elevations from Map 1 for Transects 1 and 2 respectively. However, the elevation
trend corresponds to the elevations shown on Map 1. Map 1 was also compared to the Post Mine Topography
Map (Map 12) in TMI's approved permit. Based on the Division's observations, it appears the Operator has
graded this portion of the parcel in accordance with the approved plan. See Tables and Charts 1 and 2 attached.
Several larger rills and gullies were observed on the northwest portion of parcel F- AB -11.
