certified weed free mulch at a rate of two tons per acre. The <br />Division derived the unit cost by averaging the revegetation <br />line item costs submitted by the three lowest bidders for the <br />1996 road bid. The bid schedules and other documents related <br />to this cost will be made available for inspection at a <br />mutually convenient time at the Division's office in Denver <br />and \or Grand Junction. <br />30. In the 1991 Reclamation Bond calculations, the <br />mild slope seeding cost was $599 per acre, why are the present <br />mild slope reseeding costs so high? <br />Response: The present costs for revegetating slopes at <br />3H:1V or shallower were derived from the average of prices bid <br />by independent contractors for revegetation of shallow slopes <br />at Coal Basin during competitive bidding for the Rock Dump <br />Project, Rock Tunnel Project, Warehouse Vicinity Project and <br />Waste Piles Project. The 1991 Reclamation Bond calculations <br />were not based on costs contained in actual bids for work to <br />be done at Coal Basin. The Division assumes in answering this <br />interrogatory that by 1991 Reclamation Bond calculations, the <br />Defendants mean the calculations done by the Division in 1991. <br />31. Please state the components of the costs involved <br />in pond reclamation and detail the various components and <br />costs for this reclamation task by pond. Are there documents <br />relating to costs for this reclamation task? If so, please <br />attach a copy of such documents to your responses to these <br />interrogatories or state the circumstances under which these <br />documents may be inspected and /or copied. <br />Response: Objection: That part of the interrogatory <br />asking for components and costs by pond is overly burdensome. <br />The Division will respond by providing information that <br />applies to all ponds. <br />The components of reclamation for all ponds are: pond <br />dewatering; removal and disposal of the corrugated metal pipe <br />dewatering structures, pushing the embankment into the pond <br />void, revegetation of the embankment, pond footprints, and of <br />miscellaneous disturbances created around the periphery of the <br />pond and embankment as a result of accomplishing this task. <br />In estimating this cost the Division assumed that the cost of <br />pushing the embankments into the pond void will be adequate to <br />cover pond dewatering and removal and disposal of the <br />18 <br />
