MKT L'=_ TEL NO Apr . 23 , 93 i 4 : C5 P . 03
Re:,lamation \
Report #1
bucket. One of the ends cut off the underground storage tank removed from the
Carbondale Industrial yard will be taken to the mine site for use as a containment
structure in our PCB storag: area.
Some of the contaminated transformers in the vicinity of the preparation plant will be
removed from service, placed in containment structures in the storage area in
preparation for being removed next summer. These include transformers on the poles
at the old refuse pile, and s,)me adjacent the warehouse. The boom truck will be used
to remove the transformers, which will probably be transported with the loader.
The capacitors in the preparation plant will also be removed and placed in storage.
The oil switch from underground can be removed from the storage containment
structure to make additional room for other items as the results of wipe tests done last
fall indicate no PCB contamination.
Removal of the transformers from Portals #1, M2 and 43 will be done when road
conditions allow access, shortly before the date designated for shipment. Equipment
required will be
• boom truck;
• #9 (short radius) diesel truck (rental from Pitkin Iron);
• 980 loader with gin poles;
• wire cutters for fence.
The lines and fences will be cut. Transformers designated for disposal will be removed
(intact) from concrete bases and loaded with the boom truck onto the #9 diesel truck for
transport down the mountain. The #9 diesel will take one transformer per load, deliver '
it to the staging area at the prep. plan, yard. The loader will be used to unload and
place the transformer in the staging area.
John Farnum and Jim Fortune will handle the loading and transport (to the staging
area) of the transformers. John will operate the boom truck and loader; Jim will drive
the #9 truck. Alvin Janicek and Lew Thompson will work on disengaging the
transformers.
This is estimated to take about 5 days.
The project cost will include personnel time, fuel, and rental from Pitkin Iron of the #9
truck.
Raw Coal Storage Area
As soon as is possible, coal will be graded up in (both) the raw coal storage areas,
pushed against the hillside c:ut, then bermed for containment. The objective is to
prevent it running back into the sediment ponds, and as an initial step for the final
reclamation of this area.
2
