MEMO
RE: Reclamation. Report #1.
FROM: Diane Delanev
April 23, 1993
I met Thursday (4/22/93) with the Reclamation Crew (i.e. John Farnum, Lew
Thompson, Alvin Janicek and Jim Fortune) and Bruce Collins to discuss '
implementation of the program we outlined to h1LRD, and in particular our efforts over
the next several months.
Underground Storage Tanks
The Reclamation Crew (RC I believes the five underground storage tanks located
beneath the Eimco shop can be removed with the equipment we currently have on
hand.
The plan will be to use the dozer to push aside any rubble from the collapsed building ,
in the area of the tanks on the south side; the dozer will then rip the concrete floor.
While the floor is extremely thick in some places, as it was intended to support heavy
equipment and trucks, we believe that the concrete above the tanks is less substantial
and that the dozer should b.3 adequate. %
The dozer, loaders and bag<hoe are available for excavation of the surrounding soil. t
The tanks were laid on a bed of gravel and sand when installed. As part of the site
evaluation, composite samples will be taken of the sand beneath the tanks, and
delivered to the Grand Junz'Lion lab for analysis. The boom truck may be used to pull
the tanks from the ground.
The same program will be followed on the north side of the building, as soon as the
waste oil tank can be moved.
Should we find any evidence of leakage, the soil beneath the tank will be excavated,
also with available equipment.
This plan aims to save the cost of rental of a jackhammer and trackhoe. The
associated costs will be the time of the personnel, fuel cost and wear on equipment.
We may cut off the ends of 1:he tanks to use for transformer storage in connection with
preparations to remove PCEI items from the property.
PCB Removal
In preparation for the arrival of US PCI or Westinghouse Electric to remove PCB and
contaminated transformers, a gin pole will be prepared for attachment to the 9BO loader
