April 17, 2012 C- 1981 - 019 /Colowyo Coal Mine RDZ <br />No noxious fumes were observed after the shot. <br />FISH and WILDLIFE — Rule 4.18: <br />On 17 April 2012, fencing around the sumps along the Taylor Creek was being installed to prevent injury to deer <br />or other wildlife. <br />Over 100 elk were observed near the Section 16 Pond on 17 April 2012. <br />HYDROLOGIC BALANCE - Rule 4.05: <br />The following ponds were inspected: Section 16, Section 28, Prospect, West Pit, West Taylor, East Taylor, Wash <br />Bay, Work Area, Sewage Lagoon, and the Prospect Ditch Ponds (PD -1 and PD -2). West Taylor, East Taylor, and <br />PD -1 (via siphon hose) were discharging. The discharge water was clear for these three ponds. No problems were <br />identified with dams or other structural aspects of the ponds. <br />Other observations concerning the ponds: <br />• Prospect pond has a large delta of sediment, which appears to be growing. As noted before, this pond is <br />slated for cleaning in 2012. <br />• West Taylor Pond also has a large delta of sediment, which should be removed in 2012. <br />The culvert above the flume for the West Pit Pond needs to be repaired. <br />Considerable erosion and other problems were observed in Prospect Ditch. Below PD -2 Pond there is a gully that <br />is two feet deep. Where the ditch enters undisturbed land, the ditch has cut to at least six feet below the bankfidl <br />elevation. This badly eroded section is approximately 150 feet long. Many large boulders (greater than four feet in <br />diameter) are along the ditch and some are in the middle of the ditch. Some bare areas near the ditch may need to <br />be re- seeded. <br />The ditch along the Wash Bay Pond, which drains to the Work Area Pond, was observed, and no problems were <br />identified. <br />The Taylor Ditch was observed from above, and is in good shape. <br />ROADS — Rule 4.03: <br />All haul roads were in good shape. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />In the West Pit, the areas that were reclaimed in 2009, 2010 and 2011 were observed by foot. No gullies were <br />identified, but some rills were observed on the east side of the area in 2011 reclamation. The slump west of the <br />Taylor Tributary Ditch appears to have stabilized, based on observation from across the valley.
