April 17, 2012 C- 1981 - 019 /Colowyo Coal Mine RDZ
In the East Pit reclamation area, ditches and stock ponds were observed. A small blowout of a contour ditch is still
visible near the East Pit ditch; it does not appear to be getting worse but should be addressed. Some rills have
formed on the reclamation in the East Pit area and must be monitored and possibly repaired. Tony Tennyson
indicated that it would be feasible and beneficial to add a contour ditch to the area between the East Pit Ditch and
the North Tributary to the East Pit Ditch. Rills and blown out contour ditches were observed near the Prospect
Ditch.
SUPPORT FACILITIES - Rule 4.04:
No problems were identified at the facilities area.
SIGNS AND MARKERS — Rule 4.02:
Signs were observed at the main entrance and at the road to the Section 28 pond and found to be in compliance.
TOPSOIL — Rule 4.06:
Topsoil stockpile 18 was found to be well vegetated and is marked with a sign. The ring ditch beneath this
stockpile is in good shape. Although this stockpile is extremely steep on some sides, it is probably not worth
regrading it because the vegetation is established.
Topsoil stockpile 16D needs significant work. The road to this pile should have water bars added if it is not
reclaimed in 2012. There is a large gully on the south side, below an area of ponded water on the stockpile. The
ring ditch needs to be re -cut on the east and south sides where it is missing in places and blown out in other spots.
There is minimal evidence that the topsoil has migrated off of the stockpile, but these problems should be
addressed in the near future. In addition, there are places on the stockpile that are bare or have slumped; these
should be monitored and graded and seeded if they get worse.
DOCUMENTS RECEIVED
Pond Inspection Report, 1s Quarter 2012
ENFORCEMENT ACTIONS /COMPLIANCE
No enforcement actions were taken as a result of this inspection, and none are pending.
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 3
Page 4 of 13
