4. 1 OVERVIEW
The objective of the proposed augmentation plan is to
provide a means of preventing impacts to water rights caused
by:
a. PCC's out-of-priority storage and consumptive use
of water from the already constructed and proposed
ponds (Figure 2) ; and
b. Pit inflows that result in removal of water from
the shallow aquifer which supplies some surface-water
rights via springs and seeps.
The objectives of the plan are achieved as follows:
1. Any impacts to surface-water rights from PCC's out-
of-priority storage and water use will be prevented
by: providing an adequate discharge of water by
pumping or other means of release from the ponds, or
releasing augmentation water from the CC canal and
its distribution system.
