4.0 PLAN FOR AUGMENTATION
PCC is required by the State to conduct its mining
operations so as to not cause impact to any existing water
rights, and to have rights for all water that it
consumptively uses. Five ponds were constructed and are
currently in operation in the vicinity of the NUCLA mining
area. A sixth pond (Pond 007) will be constructed and
operated in conjunction with the NUCLA EAST mining area.
Water from the ponds will provide the water supply for dust
suppression and construction compaction make-up water. Pond
operation may result in out-of--;priority storage and use of
this water.
The NUCLA EAST pit will be excavated in accordance with
PCC's mine plan as described in the permit application. The
pit excavation will extend below the water table in the
overburden aquifer. Pit inflows will cause a drawdown of the
adjacent shallow water table which may impact surface-water
rights that depend on the shallow overburden aquifer for
their supply.
Section 4 . 1 presents an overview of the augmentation
plan to mitigate potential impacts to water rights affected
by the above facilities and mining operations. Section 4. 2
provides additional details about the augmentation water
