4.0 PLAN FOR AUGMENTATION <br /> PCC is required by the State to conduct its mining <br /> operations so as to not cause impact to any existing water <br /> rights, and to have rights for all water that it <br /> consumptively uses. Five ponds were constructed and are <br /> currently in operation in the vicinity of the NUCLA mining <br /> area. A sixth pond (Pond 007) will be constructed and <br /> operated in conjunction with the NUCLA EAST mining area. <br /> Water from the ponds will provide the water supply for dust <br /> suppression and construction compaction make-up water. Pond <br /> operation may result in out-of--;priority storage and use of <br /> this water. <br /> The NUCLA EAST pit will be excavated in accordance with <br /> PCC's mine plan as described in the permit application. The <br /> pit excavation will extend below the water table in the <br /> overburden aquifer. Pit inflows will cause a drawdown of the <br /> adjacent shallow water table which may impact surface-water <br /> rights that depend on the shallow overburden aquifer for <br /> their supply. <br /> Section 4 . 1 presents an overview of the augmentation <br /> plan to mitigate potential impacts to water rights affected <br /> by the above facilities and mining operations.
