conditions and other readily available data. Special attention shall be given to the <br /> preblasting condition of wells and other water systems used for human, animal , or <br /> agricultural purposes, and to the quantity and quality of the water. <br /> A written report of the survey will be prepared and signed by the person who conducted the <br /> survey. The report may include recommendations of any special conditions or proposed <br /> adjustments to the blasting procedures which should be incorporated into the blasting plan <br /> to prevent damage. Copies of the report shall be provided to the person requesting the <br /> survey and to the CMLRD. If the person requesting the survey disagrees with the results <br /> of the survey, he or she may notify, in writing, both Peabody and CMLRD of specific areas <br /> of disagreement. <br /> If, subsequent to a preblast survey, a request is made by a resident or owner to survey an <br /> addition or renovation to a dwelling or structure within one-half mile of the permit area, <br /> such survey will also be conducted in accordance with Rule 4.08.2. <br /> Blasting Signs, Warnings and Access Control <br /> Blasting area signs and blasting warning signs will be placed along the perimeter of <br /> blasting areas and permit boundaries, respectively, and at points of access that could <br /> reasonably be expected to be used by the general public. Blasting area signs shall be <br /> periodically moved to effectively delineate blasting areas. A description of the signs <br /> may be found in Tab 26. <br /> Audible warning and all clear signals shall be given prior to and following a blast, <br /> respectively. The warning signal consists of three short whistles from an air horn <br /> audible for one-half mile from the point of the blast. The all clear signal consists of <br /> one long steady whistle from an air horn audible for one-half mile from the point of the <br /> blast. Each person who regularly works or resides in the permit area or within one-half <br /> mile of the permit boundary shall be notified periodically of the meaning of the blasting <br /> warning signals by written instructions or other appropriate means of communication. <br /> Warning and all clear signals are explained on the blasting warning signs, the signs <br /> located at the entrance to the mining complex and on bulletin boards in certain buildings <br /> which the general public may frequent. The signals are also explained in the published <br /> blasting schedule and distributed as explained above. <br /> 14-8 Revised 12/20/88 <br />
