blasting occurs must be shown to be similar at both the existing and proposed blasting <br /> areas. This information was presented to lir. Jim Pendleton, CMLRD, on August 25, 1988. <br /> Following the meeting and tr. Pendleton's review of the information, he concurred with the <br /> determination that both areas are similar in respect to conditions that affect blasting. <br /> The second phase will require test blasting. The test blasts will be located within the <br /> Nucla East mining area at a distance greater than 1,000 feet from any dwelling or school, <br /> and 500 feet from any facility including the sewer line (Rule 4.08.4(7)(a, b)). The <br /> purpose of the test is to obtain site specific vibration data for various delay intervals <br /> with production-type explosive weights. The test blasts will not be performed until <br /> applicable preblast surveys have been conducted by Peabody and surveys reviewed by CMLRD. <br /> Drill site preparation and shot procedures will conform to commitment provided in the <br /> Nucla East permit revision. <br /> The data results will then be compared to the particle velocity, scaled-distance <br /> regression equation developed at the 5W pit to determine if the test shot results are <br /> within the statistical range, and therefore applicable. <br /> In the third phase, a complete blasting plan for Nucla East will be designed based on the <br /> results of the seismographic and test shot data. The plan will include blast hole <br /> patterns and delays, explosive weights, scaled-distance factors and special site specific <br /> considerations such as proximity to structures and sewer lines. The specific blasting <br /> plan will be submitted to CMLRD for approval in a technical revision process with the <br /> mandatory public review. On-going preblast surveys for the remainder of the mine plan <br /> area will also be performed and submitted to CMLRD. <br /> Preblast Surveys <br /> Prior to initiating blasting at the Nucla East mining area, Peabody will notify in writing <br /> all residents or owners of dwellings or other structures located within one-half mile of <br /> the permit area how to request a preblast survey. Attachment 14-2 provides an example of <br /> a preblast survey notice. Surveys will be performed upon written request to the CMLRD. <br /> The survey will be promptly conducted to determine the condition of the dwelling or <br /> structure and document any preblasting damage and other physical factors that could <br /> reasonably be affected by the blasting. Assessments of structures such as pipes, cables, <br /> transmission lines, and wells and other water systems shall be limited to surface <br /> 14-7 Revised 12/20/88 <br />
