Geology
7. Page 2.04.6(15) of the application references a report by David Gaskill
of the U.S.G.S. pertaining to geologic hazards and ground water as
Exhibit E. The referenced exhibit could not be located in the
application on the Division files and should be submitted, if available.
In addition, Menefee Land Company drilling program data referenced on
Page 2.04.50 1 ) could not be located and should be submitted for
inclusion in the application if the revision area was included in the
drilling program.
8. The only drill log included in the application is from a core hole
located in the existing permit area within the SE 1/4 NW 1/4 of
Section 32. No drill logs have been submitted for the 480 acre extension
area. The Division generally requires a minimum of at least three drill
holes to adequately characterize the lithology, physical properties and
thickness of potentially affected strata, location of subsurface water if
encountered, and chemical properties of coal , roof and floor materials,
and partings if encountered.
Lithologic logs and data obtained from at least two additional core holes
within the proposed revision area will need to be submitted to address
the requirements of Rule 2.04.6(3)(a)(iii)(A)-(E), unless NKC can
demonstrate that such information is unnecessary pursuant to
Rule 2.04.6(3)(b). A structural map of the top of the coal seam will
need to be included on the mine plan map for the revision area. The map
will also need to show drill hole locations and coal outcrops and
subcrops.
9. Roof, floor and coal samples should be obtained and analyzed as
recommended in the Division' s September, 1982 Guidelines for the
Collection of Baseline Water Ouality and Overburden Geochemistry Data.
In addition, at least one composite sample should be obtained from
portions of the existing coal mine waste pile which have been exposed to
the atmosphere for at least one year, and analyzed for the same list of
parameters.
Ground Water Hydrology
10. A "Hydrosearch" document addressing ground water developments in the area
referenced on Page 2.04.5(11 ) could not be located in the Division
files. A copy of this document should be submitted for inclusion in the
application. A description of the ownership, uses and location of any
wells or springs within the revision area or adjacent area not previously
identified in the permit application will need to be provided, along with
a description of the inventory methods pursuant to Rule 2.04.7(1 ).
11 . A statement on Page 2.05.6(22) regarding the presence of water in
overburden strata contradicts other information in the application. If
the statement is in error, it should be corrected.
-2-
