Surface Water Hydrology <br /> 12. Very little information is provided regarding the Pine Gulch Drainage <br /> other than the indication on topographic maps that it is ephemeral . <br /> However, Pine Gulch is the primary drainage within the revision area and <br /> was previously designated a renewable resource area for purposes of <br /> subsidence impact evaluation (possibly due to a lack of information <br /> regarding the drainage) . A narrative description of the stream <br /> characteristics, flow regime and water use should be provided, along with <br /> a plan for collecting baseline data as necessary to meet the requirements <br /> of Rule 2.04.7(2)(a) and W . <br /> 13. The discussion of probable hydrologic consequences should be expanded to <br /> address the potential effects of the proposed undermining of Pine Gulch <br /> on surface and ground water quality and quantity pursuant to <br /> Rule 2.05.6(3)(b)(iii). <br /> 14. Based on stream characteristics, water use, and potential impacts, a plan <br /> addressing proposed preventive or remedial measures pursuant to <br /> Rule 2.05.6(3)(b)(v) may be necessary, along with a plan for monitoring <br /> the stream and mine water inflows. Alternatively, information submitted <br /> in response to comments 12 and 13, above, along with information on <br /> potential impacts of subsidence may indicate that monitoring and <br /> mitigation plans are not warranted. <br /> Operations-Description <br /> 15. Page 2.05.2(2) should be revised to indicate the extent to which <br /> projected mine life and annual coal production will be affected by the <br /> proposed revision. The anticipated production level of 90,000 to 120,000 <br /> TPY listed on Page 2.05.2(8) does not correspond to the projection of <br /> 175,000 TPY listed on page 2.03.8(2A). This discrepancy will need to be <br /> resol ved. <br /> 16. The discussion of surface subsidence on Page 2.05.2(7) should be deleted <br /> or updated to reflect the results of monitoring over the permit term. <br /> 17. A detailed mine plan map will need to be provided for the revision area <br /> depicting proposed room and pillar layout and elevation of the proposed <br /> workings, along with projected operational sequence and time frames as <br /> required by Rule 2.05.3(2)(b). <br /> -3- <br />
