GCC RIO GRANDE, INC.
IN THE MATTER OF THE GCC RIO GRANDE, INC., THE RED ROCK PLANT AND
MINE, FILE NO. M- 2002 -004, APPROVAL OF A 112 PERMIT APPLICATION OVER
OBJECTIONS
GCC Rio Grande, Inc., by its undersigned counsel, hereby submits this Pre - Hearing
Statement in this matter. This Pre - Hearing Statement is submitted pursuant to the Pre - Hearing
Order of June 7, 2002 and Mined Land Reclamation Board Rule 2.6.
GCC Rio Grande submitted permit application No. M- 2002 -004 to the Division of
Minerals and Geology ( "Division ") on January 18, 2002, seeking a mining and reclamation
permit for a limestone mining operation at the proposed Red Rock Plant and Mine, located
southeast of Pueblo, Colorado.

Mr. McGill is the designated representative of GCC Rio Grande in the mining permit
application. Mr. McGill will introduce the Red Rock Mine and Project, existing permits and
approvals, and provide an overview of the mining permit application. Mr. McGill may also
present information (including electronic) regarding GCC Rio Grande, its parent company,
and/or the Portland cement manufacturing process. Mr. McGill may rely upon maps, drawings,
calculations, narrative and any other materials from the mining permit application in providing
testimony at the hearing.
