Approximately 500,000 tons of coal annually will be brought to the site via truck. Current <br />projections are that approximately 70 truckloads per day will arrive during the work week. <br />Access to the site is via US 6&50 and 15 Road, a roadway under the jurisdiction of the City of <br />Fruita. A new rail spur will be installed to the west of Reed Wash (on the AFT zoned property). <br />The spur will cross the wash and form a loop so that rail cars can be loaded and then reenter the <br />maid line. <br />The loadout facility proper will be located east of Reed Wash on the property zoned I -2. It will <br />consist of a steel and concrete truck dump that will be 60 feet long, 12 feet wide, and 20 feet <br />deep. Coal will then be transferred to a two acre, 40,000 ton stockpile area via conveyors. A <br />reclaim tunnel collects any spilt coal and is approximately 12 feet wide and 330 feet long. A <br />coal sampling building 8 feet wide, 20 feet long, and 8 feet tall will be located near the reclaim <br />tunnel. The loading system itself is a structural steel silo building where the loading conveyor <br />ends. The structure will be approximately 20 feet by 20 feet and 120 feet tall. <br />Other operations on the site will include a materials storage area for equipment related to the <br />operation, a maintenance trailer, a 6,000 gallon above ground fuel tank, power lines, <br />transformers, and a motor control center approximately 8 feet wide, 20 feet long, and 8 feet tall. <br />IV. COMPLIANCE WITH MESA COUNTY CODE REQUIREMENTS: <br />Chanter S Land Use and Chanter 6 Dimensional Standards: <br />The proposed loadout facility is located on property zoned I -2, and is a principal use under the <br />category "Warehouse and Freight Movement' under the specific classification "Outdoor Storage <br />and Loading." These are allowable as principal uses on I -2 property and may be approved <br />through an administrative review as a Major Site Plan. The rail spur crossing the AFT zoned <br />property is not a primary use in itself, but an accessory use and may also be approved <br />administratively through the Major Site Plan process. <br />The proposal can comply with all of the dimensional standards for the I -2 and AFT zones. On <br />September 12, 2011 a text amendment to the Land Development Code was approved by the <br />Board of County Commissioners exempting silo storage structures from the 40 foot maximum <br />height restriction in the I -2 zone (see project 2011 -0160 TXT Industrial Height Exemptions). <br />Chanter 7. Development Standards <br />7.1 Parking requirements: Adequate space for parking of employees that may visit the site has <br />been provided. <br />7.2 Landscaping: The subject property is located within a heavy industrial area, and no <br />screening from adjacent uses is required. There is no public road frontage, and proposed parking <br />areas are small and central to the site. To the west of the property (towards the agricultural and <br />residential areas west of Reed Wash) there are no vertical structures. The loading silo will be <br />located approximately 3000 feet from the western property line. <br />3 <br />
