Other species of concern have been listed administratively and are <br />protected under a statutory category. <br />BLM- Colorado State Office: Species on this list were identified internally by the BLM <br />through field offices and externally with agencies and organizations dealing with management <br />and tracking of species of special concern. BLM policy is that no action should be taken that <br />would contribute to these species becoming listed as candidate species through actions funded, <br />authorized, or implemented by BLM. <br />U.S. Fish and Wildlife Service: As part of the protection and management of avian species, the <br />USFWS in 2008 published a list of BCC. In a Memorandum of Understanding (MOU), the <br />BLM, USFWS and U. S. Forest Service placed the highest priority for conservation on birds <br />included on the BCC list. <br />Not all of the BCC species evaluated for this report occur regularly in Colorado, and some are <br />present only as seasonal migrants. Of those known to breed in Colorado, only a portion are <br />known or suspected to breed within the vicinity of the proposed loadout facility. After a <br />thorough review of the literature (Andrews and Righter 1992, Kingery 1998), a list was compiled <br />of sensitive species likely to nest in or around the project area (Table 2). Habitat and nesting <br />records for these Birds of Conservation Concern, as described in the Colorado Breeding Bird <br />Atlas (Kingery 1998, and references therein) and Colorado Birds (Andrews and Righter 1992), in <br />the vicinity of the project area are summarized below. Bird identification and taxonomic <br />nomenclature are in accordance with that applied by the Colorado Breeding Bird Atlas Project <br />(Kingery 1998). <br />Table 2. The Willow Flycatcher <br />Willow <br />traillii <br />(Empidonaz traillii) is an uncommon non - nester in the Grand <br />Flycatcher <br />extimus <br />Valley. <br />One Grand Valley nest located about 6.5 miles southeast of <br />Haliaeetus <br />BCC <br />the project area along the Colorado River. The project is in <br />Bald Eagle <br />leucoce halus <br />mapped summer foraging range. <br />Its range includes the Grand Valley along the Colorado River <br />Western <br />SC, <br />corridor. Observations are rare in the Grand Valley and the <br />Yellow - Billed <br />Coccyzus <br />FC <br />species is associated with dense cottonwood woodlands that <br />Cuckoo <br />americanus <br />do not occur in the project area. <br />Burrowing <br />Athene <br />ST <br />No prairie dog colonies occur in the project area.
