RPM, Inc. <br />15. (a) Please provide the Division with a description of the materials which were used to <br />construct the Caribou Mine office and dry room. (b) In addition, please describe the type of <br />building materials which will be used to construct the new Cross Mine office and dry room and <br />specify the thickness of the foundations. This material is required to calculate the required <br />financial warranty. <br />(a) The Caribou Mine Office and dry room are constructed of concrete blocks on concrete <br />foundations. The building is on 8" X 8" timber posts and beams. The concrete block is between <br />the posts. The walls are covered with typical drywall. The main building is covered on the <br />outside with metal siding, plywood siding and insulated. <br />The concrete floors are both wire mesh and rebar, approximately 8" thick. The concrete <br />foundation supports are 30" thick, and the post beams were installed on top of 48" deep concrete <br />tube foundations, 24" in diameter. <br />(b) The designs for the new Cross Mine Office building and dry room have not yet been <br />developed. We believe it is only necessary for an operator to bond for an item of this nature at <br />an existing mining operation immediately prior to construction. Calais will submit the design <br />specifications to the DRMS prior to construction so that any necessary bond adjustment may be <br />determined <br />16. Please speck the total number of acres which will require topsoil replacement and <br />seeding. <br />A conservative estimate of the total number of acres needing topsoil replacement and seeding <br />under this Amendment is approximately 1.5 acres. No new acreage under this Amendment is <br />proposed to be disturbed. These acres include reduction of parking areas, pond one (if <br />reclaimed), and portal closure areas. Many of the existing buildings, to include the historic cabin <br />and access road, as described in the Amendment Application, are proposed to be left at the <br />request of the landowner. A letter from the landowner requesting certain structures be left for his <br />post mining use is included as an attachment. <br />17. The Applicant has stated the mine working will be filled with dewatered tails and cement. <br />The Applicant must demonstrate the backfilling of the portals with tails will eliminate the <br />discharge of mine water. In the Division's experience, portals which discharge mine water must <br />be backfilled at least 20' from the entrance and the backfilled material must be compacted to <br />achieve a coefficient permeability of 1X10 -5 cm /sec. Alternately, the Applicant may provide <br />design details for the construction of hydraulic plugs.
