RPM, Inc. <br />(a) The Idaho Tunnel Portal will not be utilized under this Amendment. Future use will <br />depend on mine plan development. Its current use is historic. In addition, the Idaho Tunnel <br />Portal is the surface expression for drainage from the Caribou Mine workings. The Cross Mine <br />will not affect or impact the Caribou Mine and its associated underground mine workings under <br />this Amendment. <br />(b) The following is a brief history of the Caribou Mine and associated Idaho Tunnel Portal: <br />Placer gold was discovered in Coon Track Creek in 1861. The source of the gold was traced <br />upstream and subsequently several mines were discovered in the Caribou- Boulder County area. <br />The Caribou Mine began mining in 1869 and produced over 20 million ounces of silver (and <br />significant gold, lead, zinc and copper) until closure in 1955. Between 1977 and 1985, the <br />Caribou Mine was re- opened and produced 200,000 ounces of silver. Currently the Caribou <br />mine is flooded below the Idaho Tunnel Level and there is no mining activity. <br />The first 1,060 feet of the Idaho Tunnel from the present Idaho Portal site was developed in the <br />1880s to access the Idaho Hill Mines. Re- opening and rehabilitation of the Idaho Portal and the <br />westward advancement of the Idaho Tunnel, —2,140 feet from the Idaho Hill Mines access drift, <br />began in 1945 and was completed in 1948. <br />10. Please describe how the new Cross Mine Decline Portal and the existing Cross Mine <br />portal will be utilized as it relates to the Mining Plan. <br />The Cross Mine Decline Portal will provide access to the underground workings for diesel <br />powered rubber tired haulage equipment. The existing Cross Mine Portal will be used for a <br />secondary access to the Cross Mine Workings. <br />11. Please describe how the new Cross Mine Decline Portal will be safeguarded while the <br />site is active. <br />The Cross Mine Decline Portal will be secured with a locking gate, door or similarly effective <br />means. <br />6.3.4 Exhibit D — Reclamation Plan: <br />12. The approved Reclamation Plan states native trees will be planted during reclamation of <br />the site. The seed mix which was submitted with Amendment -01 did not include trees. In <br />addition, the Applicant has identified forestry as a post mining land use. Please provide the <br />Division with a technical justification for omitting trees from the proposed seed mix. <br />The seed mix chosen is the seed mix from the Inactive Mines Program for this elevation and was <br />assumed it is utilized at mine sites undergoing reclamation in forested areas (given the elevation <br />range). Their recommended seed mix does not include trees.
