II. Hydrologic Balance Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />1. The Division granted small area exemptions from the use of <br />sediment ponds due to the limited size of the areas and due to the <br />fact that ponds and treatment facilities are not necessary for the <br />drainage to meet the effluent limitations of Rule 4.05.2 and <br />applicable - State and Federal water quality standards for receiving <br />streams. Also, no mixing of surface drainage with a discharge from <br />underground workings would occur. The small areas exempted are <br />as follows: <br />c. <br />C1980 -001 Edna Mine Permit Renewal No. 6 20 <br />The . south end of the railroad tracks, from the permit <br />boundary north to the hopper. This area has been <br />previously approved for Phase I, Phase II, and Phase III <br />bond release. <br />The small area north of Tipple Pond No. 4. This area has <br />been previously approved for Phase _I, Phase II, and Phase <br />III bond release. <br />Those areas of West Ridge, Center Ridge and the Moffat <br />, _ Area where mining progressed to the ridge line and the pits <br />were daylighted <br />The former Trout Creek water pump pad, located west of <br />the-Moffat pond. Drainage from this area was passed <br />through a rock filter and fabric fence prior to leaving the <br />permit area [Rule 4.05.2(3)(b)(i)] All disturbances <br />associated with the water pump and pad have been <br />reclaimed. <br />Small area exemptions in the Tipple Area are depicted on <br />Exhibit 4.6 -21 of the PAP. West Ridge exemptions are <br />: depicted on Exhibit 4.6 -17 and Center Ridge on Exhibit <br />4.6 -23. Exhibit 4.6.2 depicts exemptions for the Moffat <br />Area and Trout Creek pump pad. <br />Sedimentation Ponds <br />1. The Division previously approved permanent retention of the <br />Moffat, Center Ridge, and West Ridge ponds, based on the <br />following: <br />a. The quality of the impounded water was suitable on a <br />permanent basis for its intended use, and discharge from <br />
