The 'operation is in compliance with <br />Rule 4 03.1(4)(e)(vi). ' <br />B. Access Roads. All access roads have been reclaimed completely or to the <br />'criteria established for permanent retention, and have been previously <br />approved for Phase `I bond release. <br />2 = "4Thelandowner has requested the "retention of access roads depicted <br />on`1' aps No. 3.5 -1, Sheets '1`-'and 2 -, and Exhibit 3.5 -7, Sheets 1 and <br />.2 of'2,:Skyline Drive, West Ridge Road, North Access Road, and <br />Old Tipple 'Road' as `permanent structures. Skyline Drive, an <br />extension of Routt County Road 444 provides access to a former <br />Routt County landfill and to communication facilities. The North <br />Access and West Ridge Roads are necessary to provide all - weather <br />access from county roads to lands within the permit boundary. The <br />North'Access`r`"oad also`provides'access to privately -owned lands <br />contiguous to the northern permit boundary (PAP, Exhibit 3.7 -1). <br />The Old Tipple Road (an improved pre - permit road) retains access <br />to historic `sites of the Haybro Historic District. Their retention is <br />compatible with the approved post mining land uses [Rule <br />4 . 03 . 2 ( 1 )(g)] <br />1. Alternative criteria and specifications were used during the design <br />of the Goat Trail access road. The road was designed and <br />constructed prior to August 3;1977. A variance in reclamation <br />requirements was necessary for: the road due to its extreme gradient <br />and steep cut and fill embankments. The road was scarified and <br />seeded. Additional information is located in Volume 8, <br />Section "3.5:6 of the PAP [Rule 4.03:2(1)(e)]: The road and <br />associated right- of.way was "previously approved for Phase II and <br />final Phase III bond release -08) <br />C1980 -001 Edna Mine Permit Renewal No. 6 19 <br />
